Would you consider it an overall improvement to RPoL if;

The General RPoL forum was split into a "RPoL Annoucements" forum
that only moderators could post to and you could not remove from your game list,
plus a new "General RPoL" forum was created that is like the current one but can be removed from your list.

All annoucements would be posted to both forums to facilitiate open discussion,
but users would know that if something was posted in the RPoL Annoucements forum then it would be by a moderator.

There is the real possibility that RPoL will soon have user to user private messaging,
within the boundaries of anonymity of course.
